Banning IPs not on list

I'm not using any cache plug in.
A regular visitor sent me an e-mail saying he was seeing the "you are banned" notice. We did some checking to be sure it wasn't a blacklisting issue. He could access the rest of my site (davehitt.com) as well as another site on my shared server. He tried Firefox, IE and Chrome and got the same result each time. I turned off WPban and he was able to get in just fine.
His IP was 173.17.202.211. Here are the settings for WPban:
Banned IPs:
94.102.60.152
94.102.60.151
94.102.60.153
174.123.132.250
69.254.171.34
174.55.34.202
89.149.244.89
Banned IP Ranges: None
Banned Host Names: *.ru
Everything else blank.
I'd like to keep using this, because it's great for killing persistent spammers, but I'm afraid that most visitors who see the message will just move on without telling me about it.
Note: I've got it turned off right now.

Hmm, since you got the exact IP, did you try banning it via .htaccess. Also try removing the Banned IPs to see if your user can get it. I think it maybe because his hostname may have .ru inside it.

I'm not trying to ban his IP. I want to let him in, but WP ban is blocking him even though he's not on the list.
Hist host name is mediacomcc.com, so there's no .ru in it.
I just put his IP in the "banned exclude IP" and will have him test it.

I can't really pinpoint the bug/problem/issue because it works fine from my testting. So maybe you have to remove one by one of the banned IP/Hostname and ask him to test to find the faulting IP/Hostname
