Call to undefined function esc_attr()

As soon as I drop the wp-ban folder in my Plug-in folder, my blog displays the following error:

Fatal error: Call to undefined function esc_attr() in /home/sylvia/domains/sylviawitteman.nl/public_html/wp-content/plugins/wp-ban/wp-ban.php on line 63


I'm a complete php-mongoloid, so I haven't got the faintest idea what this means.
Line 63 of that file reads:

return esc_attr($ip_address);

What could this be?

I'm using MySQL php  version 5.0.51a (as far as I can derive from phpMyAdmin.
